		<description>There are a number of utilities that will remove passwords/protection from PDFs.  I can't seem to figure out which one I have used in the past, but there are a few free ones.  One of the shareware versions worked while in trial mode and did a very good job.  I think it might have been "PDF Password Remover v2.5"

As far as file size there is sometimes document overhead, which can be optimized via Acrobat (not Reader), but there is usually some quality loss in printing to other documents so if you can find an app that just removes the protection it would be best.</description>
